Don't know if you've seen it, or how old it is, but Empire has a speculative feature with some interesting casting suggestions (I much prefer Toby Jones to Philip Seymour Hoffman for the Penguin):

Yeah I think I linked to that a while back. I have no idea who Toby Jones is though, I'm like the only person on earth who's never seen a Harry Potter movie. I think PSH would be fine though... but Paul Giamatti would be better.
It's only his voice in the Potter films, so that wouldn't help much. He was in the recent Stephen King film, 'Mist', though.
Jones is shorter and fatter than Hoffman, which fits with my image of the Penguin. And he wasn't in 'Mission Impossible 3', which is a biggest bonus IMO.
Paul Giamatti would certainly be good, but I think perhaps too close to Danny DeVito's version.
